I managed to fix this. it was because I had the game installed on a different drive then ubisoft connect. I moved ubisoft connect to the same drive and repaired the shortcuts and the stuttering went away. I imagine this would work if you moved far cry 6 to the drive ubisoft connect is currently on. apparently the save file for the game is in

Game not saving. Hi, unfortunately my game is not saving and every time I close it I have to start all over again.. Things I already tried. -Running game es admin. -Reinstalling the game. -Manually copying the save files to another location and back (still no option to continue) -Turning cloud save on and and off. This is just really frustrating.
There is only one save file in FC4. You can manually save when you're not in a mission, but not at other times. There are a decent number of checkpoint autosaves though.
